Ukraine's recent incursion into Russian border territory has caused significant upheaval, revealing internal challenges within Russia's military and strategic command. This unexpected operation, which began a week ago, was largely unknown to most Ukrainian officials beforehand, according to a senior Ukrainian source. The government has since enforced a "silent mode" to maintain strategic ambiguity.
 
The Ukrainian tactic of "strategic ambiguity" and the initial silence surrounding the cross-border raid appear to have played a crucial role in its early success. The ongoing operation into the Kursk region is a key part of Ukraine's strategy to keep Russia "off balance."
 
Russia’s response, described by President Vladimir Putin as a “large-scale provocation,” has been slow and has exposed weaknesses in Russian military leadership. The incursion has led to humiliation for Russian officials and highlighted significant gaps in their defenses.
 
One week after the raid, more details are emerging about Ukraine's objectives and the scale of the operation. President Volodymyr Zelenskyy confirmed that the raid aimed "to put pressure on the aggressor Russia" and to shift "the war into the aggressor’s territory." Ukraine’s top military commander, Gen. Oleksandr Syrskyi, disclosed that Ukrainian forces now control approximately 1,000 square kilometers (386 square miles) of Kursk.
 
Russian official Alexei Smirnov reported to Putin that Ukraine controls 28 settlements, though analysts suggest the number may be closer to 40. Several thousand Ukrainian troops are currently active within Russia, and "hundreds" of Russian prisoners of war have been captured due to the surprise nature of the operation.
 
Ukraine has no immediate plans to retreat, according to the official, who spoke on condition of anonymity due to the sensitive nature of the operation. The official compared the significance of the Kursk operation to the liberation of Kherson in late 2022, noting that it could greatly influence the direction of the war and improve Ukraine's negotiating position.
 
The operation's success has been marked by heightened Ukrainian morale and a renewed global perception of Ukraine's capabilities. The official emphasized that Ukraine’s goal is not to annex Russian territory but to use its current position as leverage for a faster and just peace.
 
President Putin has vowed a "worthy response" to the incursion, while evacuations have been ordered in Kursk and neighboring Belgorod due to increased "enemy activity." Russia’s defense ministry has acknowledged the incursion’s impact, noting that Ukrainian units have advanced up to 30 kilometers into Kursk, with ongoing fighting.
 
Geopolitical analysts suggest that Ukraine’s Kursk operation could signify a breakthrough in the war. David Roche of Quantum Strategy noted that the raid threatens critical Russian assets, including the Kursk region's population, major supply routes, and the Kursk nuclear power plant.
 
The operation has not only embarrassed President Putin but also underscored the harsh realities of war for the Russian populace. It has shifted the terms of confrontation, demonstrating that Ukraine's strategy to conduct war on Russian soil is changing the dynamics of the conflict.
 
Roche argued that Western fears of escalating the conflict by striking within Russian territory have been misplaced, asserting that the West has been wrong in forcing Ukraine to fight according to Moscow’s rules.
